The Interim Provisional Government Council has authorized the Daniel Sibonga, Minister of the Interior to file and record the attached documents for the Public Record, the documents are true and correct and are filed and recorded in good faith.

     YOU AND EACH OF YOU, individually and collectively, are hereby Ordered to cease and desist from activities constituting usurpation of authority, and impersonation of public servants and Office representing the Nation of the Kingdom of Hawai段. Submitted herewith is the "Position Paper With Authorities", as ratified by members of Council and as filed and recorded in the Public Records, in the City and County of Honolulu, Island of Oahu. The "Position Paper" clearly states the authority by which the de jure Nation and Kingdom of Hawai'i is to be reinstated, and further, qualifies and places restrictions on both the "Electors" and those who would wish to hold, enjoy and exercise any Public Office in the Kingdom of Hawai段

     YOU AND EACH OF YOU, are hereby Ordered to cease and desist upon the grounds stated in the "Position Paper With Authorities", and as declared against you herein, and as cause thereto it is alleged as follows:

     WHEREAS, The Constitution for the Kingdom of Hawai段, as recognized by the Act of Congress of the United States, Public Law 103-150, 107 Stat 1510, provides the only authority allowed for (1) reappointing Stirpes to the Executive Office, (2) setting of elections for the House of The Nobles and House of Representatives, (3) qualifications of electors, (4) qualification of those desiring to hold Public Offices within the Kingdom of Hawai段, and (5) who is authorized to amend the Constitution for the Kingdom of Hawai段.

     AND WHEREAS, The Constitution for the Kingdom of Hawai段, as recognized by the Act of Congress of the United States, Public Law 103-150, 107 Stat. 1510, complies with the recognized procedure for reinstatement of the Nation of the Kingdom of Hawai段, within the mandates of the Law of Nations.

     Interim Provisional Government Council having publicly declared, filed, and recorded the "Position Paper With Authorities", reiterate and incorporate the same herein in full, and by Proclamation declarer

     THAT: Any claim to the office of King, in, of, and for the Kingdom of Hawai段, including but not limited to, those made by Dennis "Bumpy" Kanahele, are fraudulent impersonations and usurpation痴 of authority not supported by the fundamental law of the duly recognized Kingdom of Hawai段 nor under the mandates of the Law of Nations.

     THAT: No convicted felon, or insane person, or idiot, can hold, enjoy or exercise the Public Offices of the Kingdom of Hawai段, and that Dennis "Bumpy" Kanahele, is not qualified to hold, enjoy or exercise any office within the Kingdom of Hawai段.

     THAT. No individual holding, enjoying or exercising the Public Office within the duly recognized Kingdom of Hawai段, shall hold any office, or receive any salary from any other Government or Power whatever, and that certain individuals, acting under false and fraudulent pretenses of authority, character and capacity, are believed to have such foreign allegiances and interests, and are directed, controlled, financed and subsidized by foreign Powers, and are disqualified from holding said Public Offices, or pretending to exercise the authority and powers of the same.

     THAT: No election has been duly and publicly held according to the fundamental law of the Kingdom of Hawai段 and the Laws made in pursuance thereof, and no individual of a foreign power, or person claiming dual citizenship is allowed to vote in said elections, nor can such individuals hold, enjoy or exercise any Public Office in the duly recognized Kingdom of Hawai段, and it is alleged herein that certain persons are citizens or subjects of foreign powers and have falsely and fraudulently claimed the right and authority to exercise the rights and powers of the Citizens and de jure Government of the Kingdom of Hawai段, in fraud and contravention of substantive Law.

     THAT: The Legislative Body of the Kingdom of Hawai段, has not been duly elected pursuant to the recognized Constitution for the Kingdom of Hawai段, and the Laws made in pursuance thereof, and no appointment of Stirpes, nor Constitutional Convention is authorized under and in accordance with the fundamental law of the Kingdom of Hawai段, nor under the mandatory principles of the Law of Nations.

     THAT: Certain individuals, acting under false and fraudulent pretenses and impersonations have unlawfully entered into agreements and arbitrages with foreign Powers or their agents, and being so directed, controlled, financed and subsidized, and having such foreign allegiances and interests, usurped powers expressly reserved to the de jure Executive Branch and the duly elected Legislative bodies of the Kingdom of Hawai段, and having so misrepresented themselves, their character, and capacities, are personally liable and accountable, and that upon grounds of usurpation, fraud and deceit, cannot bind, nor use any property, real or personal; public or private; corporeal or incorporeal; of or within the Kingdom of Hawai段, or that of its Citizens as collateral upon said fraudulent agreements, arbitrages, loans or extensions of credit.

     THEREFORE, those heretofore acting under false and fraudulent pretenses and misrepresentations, and under colors of authority, have proceeded in fraud and contravention of substantive law, and having so a unlawfully and fraudulently usurped authority, character and capacity, are unauthorized to amend the Constitution for the Kingdom of Hawai段, nor otherwise act as, for or in interest of the duty recognized Nation of the Kingdom of Hawai段, or its People, and any such acts are void, annulled, and of no effect, form the beginning, including but not limited to, the fraudulent Constitutional Convention declared by Dennis "Bumpy" Kanahele, and his associates and combination.

It is, therefore, right and proper to declare this Writ of Proclamation and to issue this, our

     WHEREFORE, all individuals, groups, associations, or combinations of persons participating in such fraudulent and unlawful acts and omissions, impersonations, and usurpation痴 are hereby ORDERED to immediately cease and desist; and,

     IT IS ORDERED, that the matters concerning suggestions for amendments to the recognized Constitution for the Kingdom of Hawai段, 1887, be saved and revived at such time as the duly elected Legislative body for the Kingdom of Hawai段 is setting in accordance with the fundamental law of the Land, and at such time as it is determined by said body of publicly elected representatives that a duly authorized Constitutional Convention shall be held; and further,,

     IT IS ORDERED, that all parties asserting the sovereignty of the Nation of the Kingdom of Hawai段, comply with the principles and mandates of the Law of Nations.

      I, Russell A. Stewart, hereby certify that on October 9, 1994, I did personally appear at the Hilton Hawaiian Village, in the City of Honolulu, Kingdom of Hawai段, at the proposed Constitutional Convention and Ratification meeting of the "Ohana Council", and did there and then publicly serve the foregoing "Writ Of Proclamation Ancillary To Order To Cease And Desist", along with attachments, including but not limited to, the "Position Paper With Authorities" issued by Interim Provisional Government Council, upon David Po, Advisor to the Head of State of the Ohana Council, headed by Dennis "Bumpy" Kanahele, whereby due Notice of lack of authority and usurpation were declared and directive to cease and desist issued and served for good cause shown.
